1. The guide of the government policy

On August 24, 2011, Ministry of Education held a national meeting on the school buses being drove into national middle and primary schools. The government has set the pilot schools bus operation management project, which are set in the  primary & middle schools of such areas, that is, Huzhou Deqing County in Zhejiang Province, Weihai City in Shandong Province, Huanren County in Liaoning Province, Baoji City in Heilongjiang Province and YanLiang City in Shanxi Province. The six regions are actively pioneers of school buses operation which aim at exploring special school bus operation management for more schools in China. In recent years, under the government guide, it has formed a series of organizations working together, with the government leading, the professional companies serving for the school bus operation, the government subsiding the social companies for the school buses and the government subsiding for the social vehicles purchasing for education departments or the school buses etc. Through the network of the government and the society, the school buses will be used in wider areas. If the school bus pilot work goes well in the six areas, it intends to widespread the usage of the school bus operation to meet the great demand of the school bus markets in China.

2. The demand from the school bus market

The school bus is an important tool for the students in the primary and middle schools. Especially in the rural areas, the schools are all in the remote areas, which is far from the students' homes. And there is also a phenomenon that the number of the students in one area in the rural is very small. With more and more families moving from their regional living places to other prosperous places, the parents will face more and more problems, such as choosing the good schools for their children, working hard so as to bear the expense for the family and the child. So the parents will not have enough time to pick up their child every day to school. The professional school buses that can make sure the security of the students, which are needed for the society.

According the statistic from a report in 2009, it is known that in the year of 2009, there were about 0.18 billion kindergartens & primary schools. The future school bus market is in great demand.
