China Expresses Regrets over WTO’s Decision

China says it welcomes some aspects of the WTO's recent ruling on the dispute over car parts. The recent decision ruled in favor of China's treatment of import tariffs on completely knocked down and semi-knocked down kits. But the Commerce Ministry says it regrets that the court upheld other decisions by the original ruling in July.

 

The Appellate Body on Monday rejected an appeal by China in the dispute with the US, the EU and Canada. However it did overthrow one aspect of the July ruling, which had said China's treatment of knock-down car kits contradicts the country's WTO accession commitments.

 

The dispute over duties on auto parts has lasted over two years. Cars made in China must contain at least 40 percent Chinese-made parts or else they are taxed at the rate of imported cars.

 

The three plaintiffs argued that the tariffs deter auto-makers from using imported parts to build cars in the country. China now has a period of time to comply with WTO rules. This period of time will be determined by future arbitration.
