After ten years of scientific development & research, the energy-saving and new-energy automobile technology in our country has been gradually mature and a good trend of rapid development is emerging. The respective persons in charge of Ministry of Finance and Ministry of Science & Technology recently answered the questions of policies on experimental units for demonstration and promotion of energy-saving and new-energy automobile. The persons in charge indicated that our country was in the accelerating period of industrialization, marketization, urbanization and internationalization. With the development of economy and society as well as the continuous improvement of people's living standards, the automobile sales amount is also in an accelerating period and it is very urgent to improve the competitive power of automobile industry. In recent years, the demonstrative operation of energy-saving and new-energy automobile organized by Ministry of Science & Technology in Wuhan, Beijing, etc. has indicated that there is a narrow gap between the energy-saving and new-energy automobile in our country and the international advanced level in the aspects of technical maturity, operational stability, fuel saving effect, etc. The conditions for commercial demonstration and promotion have been achieved and it's time to establish the experimental units for demonstration and promotion of energy-saving and new-energy automobile.

 

Select 13 experimental cities

 

It is known that in the future four years, Ministry of Finance and Ministry of Science & Technology plan to support the promotion and use of over 60,000 energy-saving and new-energy automobiles in the form of financial subsidies in the public service fields such as public transit, taxi, public affairs, environmental hygiene and post, etc. in 13 experimental cities of Beijing, Shanghai, Chongqing, Changchun, Dalian, Hangzhou, Jinan, Wuhan, Shenzhen, Hefei, Changsha, Kunming and Nanchang so as to bring into play the guidance role of market mechanism, cultivate and strengthen the industry chain of energy-saving and new-energy automobile, realize mass, industrialized and standardized production, reduce production cost and form a batch of backbone enterprise groups of key parts and whole car with self-dominated intellectual property rights and strong market competitive power; to fan out from point to area, guide market consumption, expand market scale, push the energy-saving and new-energy automobile through the market cultivation period and enter the market on a large scale, increase market share and promote the structural adjustment of automobile industry.

 

The person in charge indicates that the selection of these cities and fields for experiment mainly considers the following three reasons: firstly, the governmental leaders of these cities attach high importance to the experiment with high enthusiasm and strong support. For example, Wuhan City took the lead in conducting the demonstrative operation of energy-saving and new-energy automobile in 2003 and has put into operation 50 mixed-power buses up to now; Beijing City put into operation nearly 600 energy-saving and new-energy automobiles during the Olympic Games and has accumulated much experience in the aspect of the construction of associating facilities. Secondly, the public service fields such as public transit, etc. are characteristic of large car quantity, high use frequency and single investment and operational main body, which is favorable to collective maintenance as well as renovation and improvement of the technology of energy-saving and new-energy automobile. Thirdly, limited by multiple factors such as technical level, production scale, supporting facilities, etc, the promotion of energy-saving and new-energy automobile in our country can only be conducted step by step.

 

Useful exploration to new mechanism

 

It is introduced that the financial subsidies will adopt the method of market mechanism that the demonstrative promotion enterprises, car type and quantity of energy-saving and new-energy automobile will be selected and determined by the demonstrative promotion unit through tender invitation. Instead of specifying promotion enterprise and promoted car type, the government will establish the admittance threshold, guide the production, development & research of enterprises by way of direct subsidies to consumers and expansion of the market scale and better integrate the resources in all aspects through transmission by industry chain to drive the whole industry develop rapidly. This can not only bring into full play the guidance role of market mechanism to the utmost extent, which is favorable to the development and expansion of excellent enterprises; but also make the policy truly public and transparent, which is favorable to improve the use efficiency of capital; also force enterprises to focus on internal affairs and strengthen their power, which is the effective combination and great innovation of financial and scientific policies as well as a useful exploration to the new mechanism of industrialization of scientific achievements in the new period.

 

The main objects of the subsidies are mixed-power, pure electric and fuel-cell cars representing future direction of automobile development. Among the three car types, as the technology of mixed-power automobile is basically mature, its production cost is low, it is not required to build the supporting infrastructure additionally and the enterprises have relatively powerful strength and can realize mass production basically, it is the focus of the demonstrative promotion. For pure electric and fuel-cell automobile, as the technology is complex, the production cost is high and it is required to build the supporting infrastructures related to charging equipments, hydrogen refueling station, etc. and there is no condition for large-scale promotion in a short term, but to build related technical reserve and lead in the future development of automobile industry, it is necessary to conduct small-scale commercial demonstration and promotion, so it is included in the scope of financial subsidies.

 

Determination of subsidy standard

 

It is known that the subsidy standard is determined mainly according to the basic price difference between energy-saving and new-energy automobile and traditional similar one as well as factors such as mass effect, technical progress, etc. For passenger car and light business car, the mixed-power automobile is divided into 5 classes according to the mixed degree and fuel economy, of which the highest subsidy each car is RMB50,000 yuan; for pure electric automobile, the subsidy each car is RMB60,000 yuan; for fuel-cell automobile, the subsidy each car is RMB250,000 yuan. The focus of the subsidy is on urban public bus over 10 meters long, of which the highest subsidy for mixed-power passenger car is RMB420, 000 yuan each and the subsidy for pure electric and fuel-cell passenger car is RMB500, 000 yuan and RMB600, 000 yuan respectively. From the purchase point of view, the governmental subsidy makes the practical selling price of energy-saving and new-energy automobile approach that of traditional automobile. In the future, the central financial organ will adjust the subsidy standard properly according to the technical progress and mass effect of energy-saving and new-energy automobile.

 

In addition, compared with traditional automobile, besides increasing the one-time purchase cost, the promotion of energy-saving and new-energy automobile will also increase the related cost of power battery replacement, maintenance, construction of supporting infrastructure, etc. during the service life.
