The energy consumption of unit GDP should reduce 5.6%. Based on the current 50 gas-electric hybrid power buses in operation, there will be another 50 new ones in 2010.
The accountability will be undertaken for the region, department and unit where the emission-reducing can not be realized at the end of 2010.
