According to the Rules, school buses on service will enjoy "road priority" with public transportation lanes open to them.


School buses need to be 7-seat or larger, and will be strictly divided into elementary school-use and middle school-use types. Transports of kindergarten pupils and high school students are not covered under the


 Rules.


The Rules asks local governments to ensure that students attend schools closer to their homes or boarding schools. For rural areas that cannot ensure nearby schooling or convenient public transport to schools, measures should be taken to ensure students’ access to school buses.


The country will raise school bus funds by financial injection, tax reduction and social charity and donations, said the Rules.


The Rules also requires equipment of escape hammers, dry powder fire extinguishers, and first-aid kits to the buses. GPS devices with driving record functions are also compulsory.


China sold 4,577 school buses through February this year, valued at some ¥730 million ($115.87 million), according to the sales data of 50 Chinese bus makers.


School bus sales are estimated to be 27,500 units in 2012 based on monthly sales in the first two months. According to the Ministry of Education, China had 285,000 school buses by the end of 2011 with only 29,000 of them professional, which means a 256,000-unit market vacancy.
