Wan Gang: Promotion of New Energy Bus Remains Focus

Wan Gang said that, according to the statistics of National Bureau of Statistics, the national expenditure on research and development amounted to ¥1024 billion, accounting for 1.97% of GDP; projects that are heavily invested by the state, such as the high speed railway, hydropower equipments, extra-high-voltage power transmission and technologies and equipments of oil and gas conveying pipes in the west-east natural gas transmission project, are ranks top in the world.


The largest high-tech products exporter in the world


Wan Gang expressed that scientific and technological revolution will result in reforms of industry, creating new economic growth point, improving our lives. ‘ The State Council determined seven development directions, including the new generation of information technology, new energy, biological technology, new material, high-end equipment, environment- friendly industry and new energy automobiles. It is a huge challenge for us, because all those industries are new ones, which employs new technologies, demanding us to highly improve the creativity.’ Said Wan Gang. He also talked about quantum communication, which Wan Gang believes will be making huge contribution to solving the problems of high speed transmission, computing and confidentiality, ‘ we need to start from fundamental research, frontier exploration and general key technologies in many areas.’ said him.


Wan Gang introduced that China ranked first in high-tech products exporting in the world, which he said has a lot to do with the support policies for medium and small sized technology enterprises. More than ¥4 billion was invested by the innovation fund of medium and small sized enterprises, attracting more than ¥100 billion from capital markets, banks and financial sector. ‘ Through the series of policies supporting high-tech industry and the related tax exemption policies, the development of high and new technology industry was stimulated. And the output of the high and new technology industry developed rapidly.’, he said.


As Wan Gang revealed, the total output value of 105 high-tech zones in the country surpassed ¥16 trillion, the industrial added value accounted for 13.6% percent of the whole country. ‘ the 20-odd years of development of high-tech zones has been one that features internationally-open, mutual-cooperation-driven.’, Wan Gang said, ‘ one more thing I want to say is that, we pushed forward the development of electric cars in the area of public transportation. We promoted the photovoltaic power generation with the Golden Sun Project, solving the problem of grid-connected generation. By supporting the marketing of these new products, we stimulated the development of these emerging industries. All of these are worth our review and summary. In the future, we need to further push the development.’


4400-odd persons are using the new energy cars nationwide


Wan Gang said that new energy cars are used mainly in public sectors and very less among individual users. This mostly is because the state issued the new energy car policy placing priority in public transportation sector. Since the promotion started in 2009, it was first carried out in the public transportation sector, such as public buses, taxis and state-funded vehicles of all kinds. Since the development of new energy cars requires the construction of infrastructures and charging-pillars, it will take longer time for individual users to adapt to. Two years ago, there were no individual users, but, after two years of rapid development, there are now more than 4400 individual users. And the market will be developing even quicker in the future.


Wan Gang said that, as of December of 2012, there are altogether more than 27800 units of new energy cars, of which, 80% are public buses. According to plans of various places, the number will be 39000 up to the end of March of this year, which will also be mainly public buses. Priority will be given to public buses in the future, because, one public bus equals 40 sedans. So, it will remain the focus to settle issues of public transportation, especially intracity public transportation. Of course, we will also push forward the utilization of new energy cars in private sector.


70% of revenue of technological companies comes from civilian-goods market


Wan Gang expressed that it is our priority and the most important task to establish the technological innovation system that is market-oriented, enterprise-based, also with industry, university and research institute closely connected. Chang’e 1, Chang’e 2, Tiangong, Shenzhou docking, Moon exploration and observation, deep sea exploration were all undertaken by those technological corporation that were transformed from scientific institutes. They undertake national scientific tasks, at the same time, apply their technologies into products that the market needed.


As he introduced, for those technology enterprises, such as CASA, CASIC, CETC, 70% percent of the revenue comes from civilian goods market. The key national projects, such as high speed railway, Qinghai-Tibet Railway, West-East Natural gas transmission, Three Gorges Project, West-East Electricity Transmission, were all undertaken by enterprises of such kind. I want to say that, after completing those key national projects, the enterprises all grew to be world leading.


We hope to adopt technologies from various countries to curb the air pollution


When answering the question of ‘ how long would it take to completely settle the problem of air pollution’, Wan Gang said that, it took Germany around ten years to achieve some breakthrough in curbing the problem of haze. It also took ten years of time to solve such problems as coal-firing, car emission and more.


Wan Gang expressed that China values international technological cooperation, and hopes to adopt new technologies from various countries to managing and solving air pollution. He said, the adjustment in industrial structure is only an important direction, which includes the development of car technology, the promoting of electric cars and more.’ Everyone should start from himself and do his job, maybe, adding a filter to the kitchen ventilator.’ Wan Gang said that, in the early period of the 12th five year plan, the state started the Blue Sky Project, to solve the problems of thermal power plants and boilers, as well as the problems of car-emission-reducing and food-remain-disposing.
